'If I were permitted to have one wish realised it would be this: That Young British Liberals should so band themselves together and throw themselves into the work of Social Reform [...] with such enthusiasm that before the close of the year 1907 we should have organised in all parts of this country a Social Reform Army fired with the same zeal on behalf of purely temporal affairs as the Salvation Army on behalf of spiritual matters.' He desires 'as much devotion for the Kingdom of England as for the Kingdom of Heaven. Why should not Young British Liberals, young men and women, play tambourines at the street corner on behalf of the housing of the people? Why should not they march the streets on behalf of the emancipation of the women chain-makers of Cradley Heath, the match-box makers of the East End, and the youngsters that cry "Extra Special" in the frozen gutters of midnight?'
