The report covers the first three pages, and is dated at the end '4th August, 1951'. It is headed 'Charles E. Fraser, Chief Photographer, Lennox Gardens | Director of Exhibitions | Confidential Report | Subject: Comprehensive Photographic Record for posterity of the South Bank Exhibition Festival of Britain 1951'. The report begins: 'Upon closer investigation of the problems involved in achieving this photographic task in the very little time available, a number of difficulties have come to light which, though not insuperable, are certainly very grave.' He proceeds to discuss the question, under the following headings: Time; Number of Photographs; Festival Photogr. Unit; Contracting Out; Cost of Taking Photographs; Post Taking Album Production; "Pilot Scheme"; Exhibition Captions; Colour Record Cine Sequence; Conclusion'. Covering the whole of the fourth page are costings, under the heading 'Estimated Cost of Photographic Record Operation'.
