Fair, on aged paper, with slight damage to some corners from rusty paperclip. Signed in type 'ARTHUR HENDERSON, CHAIRMAN. | G.D.H. COLE, SECRETARY'. Headed in manuscript 'Memorandum by Mr. Henderson & Mr Cole.' A scarce, historic document in the history of British politics, addressing what its authors claim to be 'the most wide-spread and deep-seated unrest that has ever been known in this country'. The memorandum proper covers the first fourteen pages (paginated 1-14); these are followed by three appendices (A to C, paginated 1-5). The first eight pages of the memorandum analyse 'The Causes of Unrest', under twelve headings including 'Lack of Policy', 'Profiteering', 'Government Policy in relation to Industry', 'Unemployment' and 'Hours of Labour'. The following six pages deal with the 'Remedies for Unrest', point by point over the twelve parts of the previous section. The last page carries the 'Conclusions'. The appendices include 'a list of a few firms in various industries, showing the dividends on deferred and ordinary stock. These afford a rough measure of prosperity [...]'. Excessively scarce: no copy in the British Library or on COPAC. A revised version, with truncated appendix, was published in 1920 in Arthur Gleason's 'What the Workers Want. A Study of British Labour'. The item is mentioned by Dame Margaret Cole in her biography of her husband, but not included in her list of his works.
