In reply to a letter from the anonymous male recipient Legge writes: 'Mr. Russell was commanded to attend at Windsor Castle by the German Emperor with the approval of the King and though permission was afterwards given to publish the photograph you will readily see that no such statement as appeared should have been published without authority - incorrect as it was'.
