His 'answer to Mr. King' is that 'under the present system the Post Office is completely under the control of the Treasury, and the Post Master General is little more than a clerk of the Treasury. The Treasury looks at the questions submitted to them from the point of view of the Exchequer and with a view to obtaining a continually growing revenue from the Post Office'. Suggestions for improvement of the service are 'continually & systematically refused'. The only way he can see to 'restore to the Post Master General some initiative in the matter of improvements in the service' is by 'coming to an understanding that a definite amount of net surplus say 3 millions of pounds a year shall be expected from the Post Office and that any excess beyond that shall be devoted to improvements'.
